The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:

For 2023, our priorities are:

  • Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.

  • Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs – including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.

  • Put our public services – including the NHS and schools – at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.

  • Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.

  • Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.

  • Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job Description


This is an exciting opportunity to lead engagement at the UN's agency for information and communication technology, based in Geneva. The UK is a leading member of the International Telecommunication Union (ITU), promoting a free, open and secure Internet, robust industry-led technical standards and proportionate regulation.


We support the ITU to work collaboratively with the private sector and other stakeholders, to promote transparency and accountability and adopt effective financial and performance management. You will join a friendly and dynamic team of four people, working closely with key partners such as Ofcom, FCDO, NCSC and other UK stakeholders and building strong relationships with like-minded international partners.


Key Responsibilities


You will be responsible for:


  • Negotiating on behalf of the UK at the ITU meetings and at European and other preparatory meetings

  • Coordinating UK stakeholder engagement to ensure the UK’s voice is strong and effective

  • Developing robust UK policy positions on tech issues at the ITU

  • Building strong international coalitions of support for UK positions, including through the Commonwealth

  • Maintaining strong working partnerships with Ofcom, FCDO and NCSC and other UK stakeholders

  • Managing two team members

Skills And Experience


You will be required to demonstrate:


  • Delivering at pace: this is often a fast moving area sometimes with large volumes of work and short deadlines to meet

  • Communicating and influencing: candidates should be able confidently and persuasively to influence stakeholders, including senior figures

  • Seeing the big picture: candidates need a strong awareness of the international and diplomatic context in which debates about the Internet take place.

The role requires some international travel, including regular travel to Geneva and further afield such as upcoming ITU events in India (2024), Thailand (2025) and Qatar (2026). Experience of international work is desirable.
